Yes, you can give UPSC exam after completing your degree from engineering from computer science background as the eligibility is that you should have a graduation degree from a recognized institute or college approved by UGC so you can give this exam.UPSC is conducted for different posts like IAS, IPS or IFS you can apply for any of them.
