There may not be any problem regarding the permanent tattoo on your hand. They don't have that strict rules to prohibit a candidate from exam having a tattoo. But, in order to avoid any risk, you must reach to the centre an hour earlier than usual time given and co-operate in the frisking and checking process. Hope this helps.
