I assume you are asking about UPSC civil service examinations. see the eligibility criteria to appear in upsc civil service exam is candidates must complete bachelors degree in any discipline from a recognized education board. so Candidates must hold a graduation degree in any discipline from a reputed university. however diploma courses are not considered as bachelors, if you do a course on bachelors degree in any discipline you will be eligible to apply.

age limit for general candidates is 32 and it counted as on August 1, for current year exam. age relaxation upto five years applicable to reserve category candidates.
