Hey Santosh! Joint Admission Counselling 2019 has announced the JAC Delhi registration from 29th May. First Round of Counselling of Delhi General candidates (JEE Main Rank upto 10000) was scheduled on June 24, 2019. Eligible Candidates can apply for the second counselling in between June 29,2019 and June 30,2019. Candidates don't need to pay again as once fees has been paid for registration, you need to only apply for the next round and has to again go through document verification. Hope this may help you.

As you said you have registered for first round in JAC and your concern is that will you have to  register  again for second round or not .
Ok so, if have success to have your dream college in first round so you don't need to register again .
