Yes you can give the phase 2 and 3 exam. It is written that phase 1 students can also apply for phase 2 and phase 3 with no additional cost.

No its compulsory. The exam will be held in three phases but the candidates who have appeared for phase 1, will not be allowed to appear for the second phase.
The dates have been changed by KIIT and KIITEE phase 2 online test will be held on June 17 to 19 and phase 3 examination on July 17 and 18.
