No. The emailid is mainly for solving issues that one might face while registration, transaction etc. Howeverthe process of registration and application is fully computer based and no human can manipulate it whatsoever . It can only be changed during a window period that too only specific changes.
Here the error you have mentioned about city choice cannot be changed after you have done your payment as your application number is already allotted an exam centre.
