see you can not get your complete degree certificate unless you have cleared your backlogs. now in generally if you get backlogs in 4th semester, you have to give the supplementary exam on next semester. for this you need to fill up supplementary exam forms. so check the official website of your university or college. study hard , you will surely clear your exam.
