Sorry to inform you but you need to pay Rs20000 as the registration fee. It denotes booking the seat of the college. If you dont pay now then your registration for further rounds will be considered invalid.

However for some colleges, a part of the registration fee is reimbursed. I would recommend you to get in touch with the management of authorities for a better solution

According to the UPCET Information Brochure,

The Student who does not accept the Seat by paying acceptance fee will be treated as exit from Counselling and will not be allowed to participate in any next round of counselling

Furthermore, The Seat Acceptance & Confirmation Fee of Rs 20000.00 (General/OBC-NCL) Rs 12000 (SC/ST) will be transferred/adjusted to/with the allotted Institute. There will be provision of Refund/Withdraw only in Round 2 & 3, In Case a Candidate Does not withdraw in Round 2/3 there will be no refund allowed.
