I would like to tell you that as the counselling process for different universities has different rules for counselling, it is difficult for me to tell you if you can go to the second phase of your counselling after cancelling your allotted seat in the first phase/round. If you provide me with details about which university are you seeking admission in I will be able to help you properly.
