There is strict rule mentioned in brochure of IIT that you must be having a minimum of 75% in boards for getting any seat in any of the IITs or NITs. Don't lose hope still you are having a lot of other options available.
There are many private engineering colleges that accept jee mains marks like thapar, daiict etc.
These colleges are awesome and are comparable to many nits and IIITs .

Sorry, you are not eligible for any colleges that accepts JEE result as you have scored only 64% in 12th. To be eligible for colleges that accepts JEE MAINS you must have atleast 75% or above for general category and 65% for SC/ST category.
I would suggest you to look for other colleges or entrance exams.
