Yes, you can enter B.Tech Biotechnology via the AP EAPCET BiPC stream because the AP EAPCET (formerly EAMCET) BiPC stream explicitly includes B.Tech Biotechnology as an eligible course, and your 12th BiPC completion makes you eligible for this stream.
