Both departments Have some Positive and Negative points and no one can answer which one is better  ? but I am explaining those points and you may choose the best one depending on Your present situations like which one is better for you .

first of all Civil is a core branch so you have goverment job in it but CSE do not have goverment jobs so if you want to go for govrnment jobs , you must go with civil.

In case of civil ,if you opt it in a private college there is a small chance of getting job as a fresher in core company ,if you are willing to go for a job just after finishing your course But Most of CSE students got placed in companies just after finishing the course. So if your family condition is not good and you can't wait for 1-2 years after B.Tech then it is better for you to join Cse because in Civil it might take 1-2 years ( It is a assumption , you may clear it in first attempr) to prepare for government jobs and secure a position .

Cse is a non core branch while civil is a core branch
Both have equal opportunities
Cse is now a gigher sought branch due to sought of digitalization and handsome slary jobs in the it industry
Civil has little less market bcoz of less industries.
Ultimately it depends on you
