Yes, ofcourse you can do m.Tech from regular. There you have no restrictions but must be Eligible for it, here is the eligibility criteria.

• Must be completed BTECH
• Must get Eligible in GATE examination
• Cutoff varies from college to college, minimum score must be atleast 60%

You can even get admission into MTECH without gate,but you won't get admission IITs. So, going for gate will provide you a good career options
