Hello  Praveen,  Yes it is possible to join Degree in second year directly after completing the diploma. You have to fill form for taking admission for direct second year.  And that form is different for different states. For Maharashtra it is DTE. If you are Maharashtra candidate then you can fill dye form to get admission in direct second year of degree.
