From your profile it seems you belong to Maharashtra, if your query is specifically directed for MPSC exam for recruitment of deputy collector then bachelor's degree in any discipline from a recognized university is the eligibility criteria along with fluency in Marathi in terms of writing/reading/speaking is required, state PSCs are quite similar to UPSC exam in terms of eligibility criteria, you can also appear for UPSC with BTech in IT, regional language proficiency matter in state PSCs.
