I hope you are doing well, about your question, any graduation degree is awarded to those students who have passed all the semesters that the college or university offers even if 1 of the semester are not cleared you don't receive your certification. Now according to the new educational policy students can complete their third year even if the have backlogs but the graduation certificate will be on hold. That's the reason why your certification is on hold. Now you will have to clear all the left out papers of second year once you clear them you will get your results of sy and ty.

Note: students are only alloted 3 chances at most so don't waste it or your degree will be invalid.
