Hello Lisha, Yes, you can obviously register for state quota of Bihar. The only thing that matters for proving the home state is the domicile of that state, and as you have stated that you possess the domicile of Bihar, then that means that you are a Bihar resident. You can definitely apply under home state quota of Bihar,

Thanks. But when I am trying to register they are asking for district code of I.Sc and only districts of bihar are available. What to do?

Yes you can take domicile Bihar as home state if you are able to create residence certificate there .
Your home state quota is nit depends on where you study .
