Hi Anand, 

2015 is almost 4 years since you completed your graduation. Firstly, I believe you have some explanation for these 4 lost years - either some courses or Part Times or something else.

Secondly, 65 percentile is too low to get a seat in any of the top IIMs or any of the top B Schools. However your can try for some Tier 3 B Schools or local colleges. Either way it won't make a huge difference.

So, my suggestion would be that you join a job for one year, get above 99 percentile in the next year CAT and try finding some explanation for your 4 missed years. With 99 percentile, you maybe able to get into the babay IIMs for your profile.
