Hello manohar,

In order to attend any counselling you require your marks card, and if you have a backlog then your marks card will not issued and hence you cannot attend the counselling. If you have appeared for supplementary exam they you can submit your provisional marks card and attend the counselling.

If you are yet to write your supplementary then sorry you are not eligible to attend the counselling as your 12th marks card is necessary certificate to be produced during the counselling.
