Yes you can be eligible for appearing in JEE exams after scoring more than 75% in all the five subjects.

It doesn't matter that you appeared for improvement or not,it's only matter that you scored 75% or not.

Yes you can definitely join in any of the engineering colleges but if you have cleared all the subjects with pass marks. And in which college you want to join is based on the state level entrance exam marks or jee mains marks through b category.
