You have decent enough chances at following IITs at score of t38 for Mtech Civil Engineering branches:

IIT Guwahati allbranches
IIT BOmbay offshore engineering
Iitdelhi rock engineering
IIT roorkee

Cutoffs for IIT Kharagpur and Madras are way too high above 700 and has seen some phenomenal placements.
