It's quite difficult to predict that whether you will get  seat or not as  cut off marks/rank for medical colleges keeps changing every year  depending upon various factors like  number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.

But when we go through previous data then it suggests that with 497 marks you hold  a good chance to get a seat in a Government Medical College

For example,
in neet 2019, 414 marks for sc category was the cut off marks to get a seat in Government Medical College under Bihar State quota and it was for Government Medical College, Bettiah

You also have chances in

*Anugrah Narayan Magadh Medical College and Hospital, Gaya

*Jawaharlal Nehru Medical College, Bhagalpur

NEET 2020 Result has been declared and you can check your All India Rank and Category Rank on the NTA website.

Based on previous years trend, i am sorry to say that with 497 marks in NEET 2020, you will not get any government medical college for MBBS despite SC category reservation benefit.

You can get private colleges through state Quota in Bihar.
