If you are sure you can get a better college, you have to go to the allotted college and surrender the seat. Once you surrender the seat, you can participate in Round 2 counselling. If you dont surrender the seat, it will considered that you accepted the seat and you will not be allowed to participate in round 2. This process is called free exit.
