If you have only annual income certificate below 1 lakh and your ration card is not active then you are not eligible for free fre reimbursement in A.P.as govt.there written in there free fee reimbursement that both income certificate and active ration card are required for that as it is not usual in many states like Uttar Pradesh here only income certificate are taking into action but different govt. different ideology for any there governance.So if you apply fee reimbursement in A.P. you have to activate your ration card as filling the application form for that they gave you an option or time under which you have to submit that so don't worry you have proper time to activate your ration card after filling application form also .So don't worry .
