You have to contact your respective college authorities for the same. They would probably provide you with a new ID card and another copy of your fee receipt.

You can contact them by going or visiting directly to your college or can contact them via their phone number and email provided by them on their official website handle. You could also tell them the reason behind, why do you want a new card or copy of your fee receipt by writing a letter to the principal or director specifically.
