Yes it is valid for JoSAA counselling process. Most of the things can be applied online now a days so that is acceptable. Obviously it is important that you apply it under the state government portal which means that is going to be issued by government authorities. Moreover you need to renew it each year in case of central. Having said that if you are having a valid certificate then there should be no issue.
