I suppose you are talking about NEET UG Entrance. 

If you have OBC certificate from Rajasthan and your caste comes under OBC List as given by Govt Of India, you can fill OBC in Delhi state counselling. 

Although some castes are termed obc in one state and non obc in the other. So you nay have to check it with the Delhi Govt list of OBC Castes .
