Yes. You can apply at colleges in Chandigarh. You will require to produce the regular documents needed at the time of admission such as your class 12 report card,  aadhar card,  character certificate,  migration certificate (if you are a migrating student), caste certificate (if applicable), PUCET result card,etc. Documents needed at the time of counseling may vary from institution to institution. So mention a college for a more precise answer. Other than this,  what they might ask of you is the "Gap Certificate". Some colleges ask for the certificate some ask for an explanation. If your explanation for a year gap is legitimate enough and if you are able to produce the gap certificate, then you can get admitted like any other student. The exact list of documents needed will vary from college to college but the documents I mentioned are the ones usually needed at the time of admission.
