If you have paid your fee amount in Manipal or anyother site, and if the transaction is not successful and shows an error then please wait for some days 3-7 days and the amount will automatically sent to your account. If after that also it doesn't come you can complain to the bank. For complaining you will be asked your date of transaction, time, to whom or where you paid. If you want you can complain even tomorrow but usually the error and failed transaction get reverted to your bank account.
