Yes, of course, you can apply for the VITEEE exam. 

But, for that you have fulfil these eligibility criteria:

1. Candidates need to pass 12th class with minimum 60% of marks with physics, chemistry and mathematics as a subject.

2. The age criteria candidates must born on or after 1st July 1996.

If you fulfil this criteria then you are eligible for the viteee exam.
