As per the UGC rules University must issue degree within 180 days of the completion of the course. If You did not receive degree then Please contact the college Administration regarding this they will have a Procedure to obtain the degree they will tell You. Once you follow the procedure You will get your original degree.

If your university denies or tries to delay You can file an RTI for UGC asking the reason for that, Because there are some Instances where Monad university is taking a lot of Time in issuing Degree, If your problem is not resolved You should go for legal Help.
