I have passed CBSE class 12 in 2018 and appreing in improvement exam in 2019 than what will be passing year to be filled in VITEE,SRMEE Exam

It does not matter which year you are filling. If you are appearing for the improvement then it is obvious that you will put this year only in which you improve your marks( Considering). But at the time of submitting of details you must submit all the actual details which you have entered in the application form.

Hello,

Since you are only appearing for improvement exam to improve your class 12th board exam marks, therefore, you should enter your passing year as 2018 in every engineering entrance exams.
