As your query is you have registered in the round 1 of counselling and you have been allotted seat but you want to go for the second round of counselling, here I would like to tell you that according to the counseling policy you have to pay the counseling fee after every round if you apply for that, so what ever the counselling fee is you have to pay for that even in the second round. In my opinion it will be better to keep your seat on floating and apply for the second round of counselling, if you think you can get better seat or college then you have now in the first round of counselling but yes of course as your  question is you will definitely have to pay the counselling fee in the second round.
