Yes, you have to make the payment once again. Your application is considered to be submitted only if the application fee payment is successful. Login in the candidate portal and try initiating the payment once again. Make sure that there is proper internet connectivity. The amount that was deducted previously will be refunded to the same bank account within 3-10 working days. If it is not refunded contact the customer service desk and provide the transaction details such as transaction ID, date and time of transaction and the amount.
