If you have paid the ssc chsl examination fees then your application will be submitted and it cannot be changed.
Now as you have said that payment status is not updated then it may be possible due to some network issues or technical issues. If the amount is deducted from the account and you don't get the refund then it means your payment is successful. And if can be updated afer some time. Also keep a note of transaction id as a proof. Now, if the amount is refunded then your payment for failed, so you have to pay again.

Now, third case -. If your payment is done and or is showing not done the payment, and your application is also not getting submitted then bring this issue to ssc board.

But if all the process are done then the payment status should also change after some time.
