No it's just to verify that you cross the required cutoof of 75 % in boards exam.

Even if you score good in jee advanced and score below 75% in boards you will be denied a seat in IITs.

It's not for repeaters or anything.

You need not do so as it is also authentic and valid and therefore, has equivalent value as the offline marks sheet. Since, you have to upload your class 12th marks sheet on JEE Advanced portal, you just have to upload a valid and original marks sheet - either offline or online doesn't matter.
