It is not mentioned anywhere in UPSC application that uploading rotated images will lead to rejecting your application. Also when you uploaded the images, I am guessing it wouldn't have shown any kind of error. Even though it doesn't seem that much of a problem, I would suggest you to correct the image orientation if you have the option to do it. If you don't have any option then don't think about it that much.
