The eligibility to claim fee reimbursement is determined based on parent's annual income. So it is mandatory to upload the income certificate at the time of online document verification. As per the information available in AP EAPCET counselling notification https://eapcet-sche.aptonline.in/EAPCET/adimissionpdfs.do?mode=downloadPDFFile&filename=NOTIFICATION22101040.pdf (page 2 case 2) you can change  the information in the counselling registration form by uploading relevant document. You can use this facility to upload income certificate to be eligible to claim fee reimbursement. You need to upload income certificate by logging in the candidate portal.
