since you are a UP domicile, you wont be able to avail the government colleges in karnataka. you can only apply for the private colleges there. this is the KEA information bulletin for this year where you will get all the information regarding counseling and admission : https://cetonline.karnataka.gov.in/kea/Documents/ug_neet_information_bulletin.pdf

regarding getting a seat- you should be able to get a dental private seat but medical seat looks difficult with your rank. also information regarding last years cut off rank for kea non-karnatakans is hardly available online, so its very difficult to say whether you will get a mbbs seat or not.

so i shall suggest you to go for the counselling and see.
