I just completed my 12th from PCB with 62 % shall I apply for arts college I want to do BA

Yes,

Surely you can go for arts and pursue your graduation in Bachelor of Arts.

You can also go for the honours courses.

Usually the minimum eligibility percentage is 60% for many colleges and universities.

Many universities take entries on the basis of the entrance exam conducted by them.

With your science background you have a benifit for going with the subjects like Psychology, which have a great scope and definitely will broaden your perspective.
