To be able to write their examination you need to have completed your 10+2 studies and awaiting results is also accepted and need to submit this by June 2021 . Union Public Service Commission conducts the examination and for full details please visit their site https://www.upsc.gov.in/

On this site you will find all relevant details on the examination which if for two papers General Ability Test & Mathematics. General Ability Test includes English comprehension, General Knowledge, Physics, Chemistry, Geography, General Science and Current Affairs. The old examination papers can also be found on the UPSC site.

Please also visit NDA’s website and keep yourself fully informed and use this year to prepare for the examination and also their physical fitness requirements (very important).  Remember preparation is key.

as per the national defence academy eligibility criteria candidate who are appearing for 12th standard in 2020 and who are yet to qualify the 12th examination are also eligible for the same but there is a condition you need to give the proof of passing 10+2 exam by june 24 , 2021 , and if in case you are not able to show your matriculation certificate in original , then you can forward the self attested photocopies to the authorities by 24th december 2020 tentaively and if in case board has not issued the certificate then your certificates in original issued by the principal of the institutions will be considered

NDA is conducted 2 times every year i.e. NDA 1 and NDA 2.This exam is conducted by UPSC.

The people who have completed their 12th or appearing for it with PCM /Arts and commerce as their optional are eligible to write the exam.

So, yes you can apply to write for the exam.

You have just entered class 12 means you'll be passing your 12th in 2021. Therefore you are not eligible for NDA now. You cam appear for NDA 2021 as the criteria says the candidate must have passed 12 from a recognized board. You must have studied physics and mathematics which is compulsory for Air force and Naval wing. And final year candidates are also eligible.
