This is according to Wikipedia :

Sahibabad is the name for a group of industrial, residential and commercial areas within the jurisdiction ofGhaziabad DistrictofUttar Pradesh, India. It touches the borders ofDelhi,Noida, and main city ofGhaziabadand constitutes a part of theDelhi National Capital Region.

So I would suggest that it is better to fill Delhi as the city. Because it is a part of Delhi NCR
