Honestly dear, loosing a PDC is not a good practice at all, this is because even if you have your final semester degree certificates then also it is insufficient if you don't have the PDC. Since your college authority has denied to give you alternate one, you contact with them, if they suggest you to any alternate way out of consulting the university then you need to do that accordingly for betterment of your progress in future.
