Hi,

In 1st counselling your college tution fee is 95k and you paid 95k during 1st phase counselling. Now, you got a college in 2nd counselling with tution fee 65k(which you need not pay again, because this 65k will be considered from the amount you have paid earlier i.e., 95k). So, now the remaining amount 35k will be refunded to the bank account from which you have paid your tution fee.

This refund process is applicable only when you want to join the college which you got in 2nd counselling instead of the one you got in 1st counselling.
