Yes, you can change after first year of your college but it is not easy.. Every college have different set of rules regarding migration. In nutshell there are some conditions you need to satisfy :
1. You need to get noc(non objection certificate) from your both the college i.e. the college you are studying and the college you want to be in.
Note: getting noc is not easy your current college will ask you to pay the total of fees of your course.
2. You need to clear all you dues including the fees of the course you are studying, library dues if any.
