Since you have passed 12th from Arts stream and want to join the Indian Navy Yes  there are few  options for you. Arts students  can apply for the Agniveer Matric Recruit post. Any stream student can apply for this.

You have to clear written and physical fitness test to get selected. So if you really want to join then start working on your physical fitness and make sure you meet all the eligibility criteria like age , height, eyesight and other medical requirements. Also prepare for GK, current affairs, reasoning questions as well.
