I score 83 in jenpauh can I get govt college

If you fall in general category then I'm afraid you no chance of getting a government college. The minimum cutoff score for general category students is somewhere near 105. But the score is itself not sufficient. There are only 355 seats in all the government colleges combined and there are reservations too.

With your scores your rank would be beyond 5000 which again reduces your chances of getting a private college. But you can certainly try next year with better preparations to bag the best government college.
