does the sc candidate need to pay tution fees in private medical college

Hey dear, if yoi see the last year's cutoff which went very high that even students getting 500 marks were unable to get a govt. Seat for mbbs. So, with 407 marks getting a govt. College is tough, since you are sc candidate so there are good chances of getting bams and bhms and also mbbs if there is average cutoff. You can also predict your college through this link:

Last year, the cut off for government medical college under 85% State Quota in Uttar Pradesh for SC category was 416. So, based on this it is quite difficult for you to get a government medical seat in Uttar Pradesh through State Quota.
