Hope you are doing well. As per your query yes obviously you can do your undergraduate degree from Telengana if you have done your intermediate in Andhra Pradesh. You won't get some fee reimbursement /scholarship facilties if you study in Telengana as some of them are for locals of the state. But you can surely give entrance exams and get into colleges even if you qualified class 12 from AP and would be eligible to take admission through state and national level exams.
