If you have been allotted a seat during first round of counselling and and you you after that for upgradation and in the second round no upgradation take place and the college allotted to you remain same then I would suggest you to not lose your hope. There are high chances that sometimes if a student do not get upgradation in second round but get upgradation in 3rd round and other next rounds.

Since you have not mention any particular entrance exam I cannot tell you the exact detail but I want to tell you that yes you are eligible for mop up round and spot counselling round although if any college is being allotted to in any of the rounds of counselling.
